Concrete Utopia seems, on the surface, like a disaster movie. However, it's more of one of those dystopian fictions that comment on social issues. In the plot, the world has been reduced to rubble by an earthquake. What's left of civilization persists in precarious conditions, surviving in small communities trying to organize themselves to survive and rebuild, naturally generating conflicts both internally and between small societies. With solid performances and excellent production values, the film balances drama and humor to comment on topics such as immigration, nationalism, social classes, and human corruption.
