'Once Upon a Time in Venezuela' is the kind of documentary that fills that void, starting with the story of the small Venezuelan water town in danger of disappearing, Congo Mirador, a microcosm that also serves as an x-ray of the social and political situation that much of the country is going through, after the rise of Chavismo and the abuse of the oil economy.
