1974. CIA super-spy and whiskey enthusiast Nelson Harlow is sent to retrieve a KGB defector by the code-name of Rosebud from the Soviet Union and smuggle him into the United States. It quickly becomes clear to Harlow that the political officer Col. Peresviet Vatushkin isn't planning on letting go of his employee that easily.
